What the Starter plan leaves out
Starter is a real paging plan: on-call schedules, escalation, mobile push, email, 50 texts and 10 voice calls per user a month, and integrations with the usual monitoring tools. What it leaves out is what most teams add in year two: stakeholder licenses for people who only need to be informed, round-the-clock support, and status pages. The hard limit is the user count. At 26 users the whole account moves to Base, and the price per user goes from 15 to 39 USD.
What Base adds for 39 USD
Base doubles the message allowance to 100 SMS and 20 voice calls per user a month, adds stakeholder licenses, 24x7 phone and email support and a non-production instance for testing workflows. It still has no status page. For a team that has to post customer updates during an outage, Base means a second tool, or the Advanced quote.
What does xMatters cost for 5, 15 and 40 users?
Monthly cost at list price. Every user is a responder who carries the pager.

Two things move these numbers in practice. Growth past 25 users: a 20 person team on Starter pays 300 USD a month, and the next five hires take it to 975 USD, because all 25 move to Base at once. Night load: 10 voice calls per user a month on Starter is about two calls a week. A team with noisy services that pages by phone will hit that, so ask how messages above the allowance are handled before you sign.
How many SMS and voice calls does a rotation use?
A weekly rotation where each engineer is on call one week in five and gets three night pages that week, each sent as SMS plus a voice call after five minutes without acknowledgement, uses about 3 SMS and 3 calls per person per month. That fits Starter easily. A team with a flapping service that pages 15 times in a bad week uses 15 calls in that week alone and goes past the Starter voice allowance. Count your last three months of pages before you choose the plan.
Is xMatters cheaper than PagerDuty?
Yes for small teams, no for larger ones. List prices per user per month, checked on each vendor's site in September and October 2026:

xMatters Starter undercuts PagerDuty Professional by 6 USD a user. Base at 39 USD sits next to PagerDuty Business at 41 USD annual. A 40 person engineering team that pages by phone at night and posts customer updates during outages pays 1,560 USD a month on xMatters Base plus whatever its status page tool costs, or negotiates Advanced. What to ask before you sign an xMatters quote
- How many users will we have at month 12? Above 25, Starter is not an option.
- What happens when we pass the SMS and voice allowance mid-month: are messages queued, dropped or billed?
- Is the price annual or monthly, and is there an uplift at renewal?
- Do we need a status page this year? If yes, get the Advanced quote now, not after the first outage.
- Who needs a license and who only needs to be informed? Stakeholder licenses come with Base and Advanced, not Starter.
- Is the quote bundled with other Everbridge products, and can each line be cancelled on its own?
If what your team really needs is a support phone line that customers can call, rather than paging engineers, that is a different purchase: a cloud business phone system with call routing costs less than an alerting platform's voice allowance.
